12月8日,美國(guó)眾議院最終以336票贊成75票反對(duì)的投票結(jié)果通過(guò)了情報(bào)機(jī)構(gòu)改革法案,這是中央情報(bào)局自1947年成立以來(lái)第一次“大手術(shù)”。根據(jù)該法案,美國(guó)將新設(shè)國(guó)家情報(bào)局長(zhǎng)一職并增設(shè)全國(guó)性反恐中心;確定了情報(bào)搜集工作的先后優(yōu)先順序;加強(qiáng)美國(guó)的邊境管理。外電報(bào)道如下:The scattered agencies that make up the U.S. intelligence community are about to get a new leader. The question is: Will that person have enough authority to make them follow?
On Tuesday, the House broke a monthlong stalemate and approved legislation to overhaul the nation's intelligence system. The Senate is expected to follow suit today.
But the compromises that went into creating a director of national intelligence have left many government officials and espionage experts skeptical that key reforms will amount to more than an administrative reshuffling - or will make the nation any safer.

據(jù)悉,這項(xiàng)議案在通過(guò)前遭到了社會(huì)各界、特別是參議院保守派人士的強(qiáng)烈質(zhì)疑,反對(duì)者擔(dān)心新設(shè)的國(guó)家情報(bào)局長(zhǎng)的介入會(huì)破壞原有的軍事指揮和決策系統(tǒng)模式;并大大削弱國(guó)防部長(zhǎng)的權(quán)力、尤其是預(yù)算權(quán)。
